Procurement and Sourcing services

 Our procurement service approach is consistent with Commonwealth and State government best practice procurement policies, involves five broad stages: (1) Procurement planning), (2) Preparing to approach the market, (3) Approaching the market, (4) Evaluating submissions, and (5) Concluding the procurement and contract management.

Procurement delivery models are structured frameworks that sets out how a procurement (acquisition project or sustainment support) are implemented - assessing how the project will be delivered from a procurement and commercial perspective, which depends on the nature, scope and characteristics of the project/program. Selection of the most appropriate procurement delivery models can have a significant impact on the value-for-money outcomes for business, and consider:

  • scope - what is the nature and scope of the work being contracted and whether the business requirements are sufficiently certain and capable of clear definition?
  • cost - who bears the risk of contract over-runs?
  • time - who bears schedule risk?
  • design - who bears design risk?
  • certification - who bears technical and/or operational certification risk?
  • equipment performance and availability - who bears total system performance and availability risk?
  • governance - does the business have sufficient and capacity and capability to effectively conduct the procurement process for the delivery model and effectively manage the contract?
